VIDEO: Man seen pulling gun moment before shots ring out in Ybor City

Two people, a 14-year-old and a 20-year-old, were killed in the Halloween weekend shooting that left 16 others injured.

TAMPA, Fla. — New video out of Ybor City shows the moment a gun was pulled in the middle of the street, giving more insight into how this past weekend's deadly shooting unfolded. 

It's believed at least two shooters opened fire just before 3 a.m. Sunday near East 7th Avenue and North 17th Street as crowds celebrating Halloween lined the dozens of bars and restaurants in the area. 

Two people were killed, a 14-year-old and a 20-year-old, and 16 others were hurt, according to Tampa police. Of the 16 hurt, 15 were shot.

The 20-year-old shot and killed has been identified by his family as Harrison Boonstoppel.

Video shared with 10 Tampa Bay shows a glimpse into the "dispute" between two groups that police say sparked the deadly shooting. 

The footage shows a man in a black hoodie pulling a gun out of his pocket and aiming it at a person in a red hoodie standing in front of him. People can then be seen running and screaming as at least 20 gunshots rang out. 

"Stay down! Stay down!" someone can be heard saying as people ducked for cover outside nearby businesses. 

The full video shows the person in the red hoodie lying in the street. 10 Tampa Bay will not be showing the video in its entirety. 

It's not clear if the person in the video is 22-year-old Tyrell Phillips, who was arrested on Sunday and charged with second-degree murder in connection to the shooting.

Phillips was denied bond during his first court appearance on Monday. He is set to be back in court at 2:30 p.m. on Thursday for a pre-trial detention hearing.

During a news conference on Sunday, Tampa Police Chief Lee Bercaw thanked the community for the "plethora" of tips that led to Phillips' arrest.
