Tampa expedites Bayshore Blvd. safety improvements following street racing deaths

Enhanced speed limit signage, more crosswalks and narrower travel lanes are part of the safety enhancements.

TAMPA, Fla. - Safety enhancements on Bayshore Boulevard are being expedited following the street racing deaths of a mother and her toddler, city officials said Wednesday.

Jessica Raubenolt and her toddler daughter Lillia were hit and killed by a vehicle going 102 mph in May. Cameron Coyle Herrin, 18, who was driving the vehicle, his brother, Tristin, 20, and John Barrineau, 17, who was driving the other vehicle, all face multiple charges.

The speed limit was 40 mph at the time of the crash.

Safety improvements

City officials have already reduced the speed limit to 35 mph, but are working on adding enhanced speed limit signage, including enhanced conspicuity plaques and speed limit pavement markings, that will be completed by August.

Pedestrian crosswalks with flashing lights at South Dakota Avenue, South Delaware Avenue and midblock between South Brevard Avenue and West Swann Avenue will be completed by October.

Construction to narrow motor vehicle lanes and create a striped buffered bike lane will start in October, along with crosswalks with flashing lights south of Rome Avenue.

Other planned upgrades include:

  • Reconfiguring the intersection of Bayshore and Bay to Bay boulevards to include an additional eastbound left turn lane to increase safety for bicyclists and pedestrians. Northbound traffic will stop at the same time as southbound traffic.
  • Officials will determine if additional safety modification are needed at the intersections of Bayshore Boulevard and Rome Avenue, which has a traffic signal, and Bayshore Boulevard and Howard Avenue, which doesn't have a traffic signal.
  • The Bayshore Boulevard Phase 3 Project will fill in sidewalks gaps on the west side of Bayshore Boulevard and create a bike lane south to Gandy Boulevard.
