Sarasota approves zoning amendments aimed to boost affordable workforce housing

Opponents argue the changes will exacerbate uncontrolled growth and housing struggles.

SARASOTA, Fla. — New zoning amendments in Sarasota have some hopeful that more affordable housing is on the way. But others said they fear it may lead to more uncontrolled growth.

In a special meeting lasting hours, the Sarasota City Commission voted 3-2 on its proposed ordinance changes. The changes will allow developers to build higher and with more units, but only if a portion of the buildings are reserved for affordable housing. 

Developers would be granted a triple-density bonus under some conditions.

Either 11% of the total dwelling units of a development or 15% of the bonus must be designated as attainable, according to city documents. 

Attainable under the changes mean at least 80% to no more than 120% of the area median income. 

"It's a really good effort to get affordable housing and to increase our housing stock," Mayor Liz Alpert said.

Supporters believe the plan could be key to attracting more people while retaining working-class residents. 

The amendments would apply to more than 700 parcels along certain proposed corridors in areas ideal for mixed-use development. They include areas along Tamiami Trail and Fruitville Road. 

However, some who spoke against the proposed changes worry it will lead to more congestion and exacerbate the housing issue. Critics add it will lead to more heightened buildings.

"It's really gonna destroy the neighborhood," said one person during the public hearing. 

Vice Mayor Jen Ahearn-Koch voted against the amendments stating she would like to see developers be required to build more affordable housing units and that the standard for what's attainable be lowered. 

"We should be doing this much more aggressively in favor of folks who want to live here, who work in restaurants, and who are nurses, and teachers and so and so forth," Ahearn-Koch said.

The amendments are part of the city's overall comprehensive plan.
