Back in August, Randy Warren, a spokesperson with the sheriff's office said about 100 people were gathered in the arcade parking lot just before shots rang out. The spokesperson said it's likely some people in the group had scores to settle; and, criminal activity may have happened leading up to the shooting. However, authorities said they weren't sure if Evans was the shooter's target.
"We know this isn't random. We know that somebody was at target and then multiple rounds were fired in the direction of our victim," Warren said at the time.
