Police: Man arrested for barricading himself in home, threatening to shoot utility worker

Law enforcement said they negotiated with 64-year-old Robert Kelley for hours before executing a court-ordered warrant for the arrest. An investigation is ongoing.

Tampa Police Department officers responded to a barricade situation Tuesday afternoon in the area of West Arch Street.

TAMPA, Fla. — Tampa police arrested a man they said threatened to shoot a utility worker before barricading himself inside a home in Midtown Tampa.

Multiple officers responded to the incident just before 10:30 a.m. on Tuesday. According to a Tampa Police Department news release, 64-year-old Robert Kelley refused to come out of the residence, located off West Arch Street and North Himes Avenue. 

For hours, law enforcement tried to negotiate with Kelley and "reach a peaceful solution," the news release stated. Kelley made several approaches to the door and windows, however, he retreated inside each time.

No one else was inside the home, the agency said. Surrounding homes were evacuated for safety.

Just after 3:30 p.m., authorities executed a court-ordered warrant for Kelley's arrest. They were able to take Kelley into custody after using a taser and CS gas, according to police.

Officials said Kelley has a history of military service and suffered from PTSD. He is charged with aggravated assault with a firearm. 

According to police, additional charges are pending based on an ongoing investigation.
