About 4 p.m., Shirley, 68, was driving his pickup south on 31st Street S. when he suffered a medical episode, police said. The truck veered off the road, hit several trees and a power pole wire.
He was taken to a local hospital, where he was declared dead.
Shirley had worked for the city for 48 years.
31st Street S. remains closed to traffic between 3rd and 5th avenues South while Duke Energy works on the downed pole.
