Pasco woman accused of trying to kidnap neighbor's toddler

A distressed Pasco County woman told deputies her neighbor took her 18-month-old son from her front yard located on Leeds Rd. and walked into her home with him.

PORT RICHEY, Fla. -- The Pasco County Sheriff's Office responded to a call about a child abduction Monday around 4:30 p.m.

A distressed Pasco County woman told deputies her neighbor took her 18-month-old son from her front yard located on Leeds Rd. and walked into her home with him.

The mother begged her neighbor to give the child back and the neighbor refused, so the mother called the police.

According to the arrest affidavit, the neighbor continued to refuse to open the locked door for deputies. The neighbor, identified as 53-year-old Ann Orr, told deputies she wasn't giving the child back because the 'felt the mother was unfit.'

It took deputies over 10 minutes to get the Orr to release the child.

When deputies attempted to arrest Orr, she resisted arrest and attempted to pull both her hands away from the handcuffs.

Orr was eventually handcuffed and charged with kidnapping a child under 13 and resisting arrest without violence.
